A democratic vote by every employed worker over every decision? A worker's council elected by the workers? A team of technocrats that have been specifically trained to organise the workers?

Ideally you educate the workers to take care of themselves, if you consider they're not already able to do that. Which i doubt because worker owned businesses do exist.
