Arteries can seal themselves off, sometimes. The messier the wound (such as from an explosion), the more likely it is to happen.

What I don't get is how this injury would have occured. Smoke grenades put out a stream of hot gasses, and are known and used for there ability to burn down houses by the police. If it was a normal smoke grenade wound, then it would be charred to hell and their clothes would be burned/melted. If it somehow exploded with enough force to cause that sort of damage in an enclosed space (something like a cherry bomb), then it seems odd to me that they didn't mention eye or lung damage.

And that explains it. High pressure gasses can strip flesh easily, and it actually matches the very localized wounding.
