This is not completely true. It's only concealed (and open) carry that is restricted. Owning a gun and ammo is actually quite easy in many European countries. In Germany for example if you are not insane and not a convict and can prove that you have some hours of training you can pretty much buy anything you want.

You can get in trouble even if you are trained in martial arts and happen to hurt somebody in self defense. Depending on the circumstances the judge would expect you to disarm / immobilize the opponent, and consider you harmed him in purpose. That's how the law works in many countries, not just Western Europe.
