No, it represents undersampling and biased sampling. The larger the sample, the sample rate approaches zero (you eventually hit sample size = population and so the true parameter is known)
I just read through link OP, their poll is 100% biased intentionally, they use random samples, but they chose the random samples from demographic favorable areas to inflate the poll numbers.
It's blatant academic fraud at the very least.

Right but AFAIK even 'random' sampling questions which way the voter sampled is leaning. For example, I've seen polls with 'random' samples where the percentage of dem leaning people is around 46% which produces a lot of favorable and dishonest results for hilldog. I think we're saying the same thing but in different ways.
