Check to see if there were any recent prescription drug busts in your city. Usually when opiate street dealers get busted, their addicted customers turn to heroin because it's cheaper and easily to get. This causes an explosion in heroin sales and dummy pill users OD'ing on heroin because they underestimate it's potincy.
The popularity of heroin has everything to do with the increased abuse of prescription pills.
