I think it's easily justifiable. I would leave the plan voluntary (no forced sterilization, just subsidized) and only apply it to severe, crippling diseases which are highly heritable. In that case I don't see any moral problems at all: there are no victims at all unless you count hypothetical children that might have existed.

Adoptions could also be subsidized for those who accept the payment for the procedure; that way the program has an added bonus of getting more kids out of foster care and into permanent homes.

This sort of shit is bad for the morale of society as a whole.

Everyone close to these parents have to pretend as though nothing is wrong. They have to pretend not to be horrified every time they see the kid. They have to pretend to not feel severe sorrow and pity for the parents.

When you force people to falsify their personal interactions like that, you are doing real damaging their psyche. Keeping an abomination like this alive is a crime against society.

Of course it is justified. Birthing defective children is ultimately an act of reckless violence against your own kin.

It should also be said that if the parents have any normal kids, then keeping the abomination alive is child abuse against the normal kids.

Nobody should be forced to have an abomination as a sibling, and the resources, time and attention spent on the abomination should rightfully be spent on the normal child.
