You are not incorrect though. There are many who just use it for shock value and make their whole lives revolve around it, which is ironically not something LaVey recommended (see Satan Speaks).
I mean strongman in the Anthropological sense, a person among the tribe who wields great power through his prestige and system of alliances but who cannot by himself compel anyone to follow him (i.e. "do what I say or I will personally kill you by myself").

It is chicken and egg in the sense that both need each other in order for the other to exist/flourish. It was my way of saying that going on about which leads to which is a dead end and rather pointless line of thought.
A strongman without a prime belief system to lead the masses can only hope to enjoy a short reign and be forgotten by history. A prime belief system without a strongman (or perhaps champion would be a better term) can only hope to languish in obscurity with a small cabal of followers.
