Never buy anything not Nvidia though, Radeon has the shittiest drivers ever if you're on windows, so there's always the chance you get a complete dud. The newest Nvidia cheap card is 20% better than the last model and is good for 1440p everything, while also costing like 499 or whatever.

If clockspeed still matter more than having two more cores (which feels like it's likely), then yes, it is more powerful. Or rather, can do work more rapidly.If you're actually thinking of buying it, I would HIGHLY recommend waiting a few more months for the Ryzen 4000-series. IPC gains, probably even higher clocks, lower overall latency, etc. means it's gonna better in every possible way.
