They're so absurdly evil that instead of dealing with the group of three people leaving mountains of corpses of their own dudes in their general vicinity, they decide to instead start an all out war against the Scars at the end.And of course there are Scars that just want the conflict to end, but what is shown throughout the entirety of the game outside of Lev and Yara is every Scar being batshit fucking nuts, hanging people and gutting them, and even busting up the arms of their own people. They are absolutely cartoon villains.
