Jimmy did wrong obviously, but Chuck's hands aren't clean. Chuck had no definitive proof that Jimmy did what he claimed. Just because he happens to be right doesn't mean his motivations are right. Chuck is most concerned about his reputation and "I NEVER MAKE MISTAKES" and is willing to jail his brother in order to preserve his reputation.

You do remember him having no evidence right?

Furthermore Chuck put Jimmy on the path he is on and Chuck also conned his client in order to keep them. One con deserves another.

I'd like to add that if Jimmy leaves his brother to die then you can party about how evil Jimmy was to St. Chuck.
