I don't know much about Slovenia, but the socialist policies of Bolivia have turned it into a miracle story while other SA countries fall apart.

Venezuela's economy is 2/3rds private. Most of what the government produces is oil. Venezuela has suffered from many shortages, but oil wasn't one of them.

Chavez could have diversified the economy of Venezuela so it would be resilient to crisis. He choose to not. He choose to base the economy of his country on just the exportation of one raw material.

Some temporary minor fall on the price of this commodity and you have empty shelves.
