This is apparently the paper of record in the US, not Vox. This lie was repeated by Hillary Clinton and almost every single DNC official, as well as Democratic congressmen and senators, and has been uniformly reported as fact. If I understand this correctly Lee has been pushing for this same amendment every year since the initial bill, hence the weird wording. Apparently the Pentagon "blowing" 28 million over 10 years on woodland camo uniforms for the Afghan army who are actually in the middle of the fucking desert, is what pushed them over the edge to finally pass this. In light of this passing, she brought up a second amendment to "cut $28 million from the Afghan Security Forces Fund and transfer to that to the Defense Suicide Prevention Ofice."
