Workers (at least in semi-first-world-countries) have a tax-free allowance anyway, then pay a relatively low rate. Once you're into "middle class" there's little reason not to just roll with it.
Moves to VAT/Sales tax are almost never applied exclusively to luxury items and are used to mask a change in the burden of taxation towards the poor. (See: Thatcher. She slashed the top rate of income tax, but made up for it by hiking VAT so that the poor [and north sea oil] subsidized it.)
