The thing about surveillance is that its used primarily to quash activism and opposition. Taking away the oppositions means of living(large corporations stop employing workers who spend too much time viewing blacklisted content) would do immense damage in the formation towards any sort of opposition. May seem exaggerated now, but I feel this is a very realistic future.

I don't want to sound like I'm defending Google on this, but I looked up this story, and it seems to all come from one RT article basically provided no evidence that there was any plans to do this, just that they COULD do this.

I'm as concerned about internet privacy as anyone else (I pretty much use Tor and VPNs all the time, and given Google basically zero personal information), but I have a hard time believing they would actually do something like this. There's really no gain, and if anyone got wind that Google were doing this (it would be easy fuck to leak), I really can't imagine anyone using it.

I only stay logged in for doing everyday "normal" things.

When it comes to questionable searches, sites etc. I always switch to incognito which automatically logs out of your gmail account.

It's not much but it gives me some peace of mind. However, I'm thinking of switching to using a vpn full-time now as the level of intrusion suggested in the OP is just fucking ridiculous.
