Here's a pretty good rundown on the early history of this meme, apparently it was invented by a right-winger named William S. Lind and then talked about by Pat Buchanan:

Apparently there was some earlier use of the term by actual Marxist scholars describing the Frankfurt School (though they didn't suggest that the Frankfurt School was trying to 'undermine Western civilization' or whatever), but it's not clear if Lind and later people on the right using the term had read these scholars:
