I'd say the reason the birth rates are so low is because men can't find employment except at places that make them work 70 hours a week, and women have to work otherwise they won't have a job to go back to. They can't afford to have the mom stay at home and raise the kids, and when the kids become teenagers and the mom doesn't need to stay at home anymore she can't go back to work to have a fulfilling career.
