They lack the capital to do so, however your mistake is in assuming that markets are the only method of allocating capital. Capitalists play an important role in the capitalist system in managing the flow and exchange of capital, but that doesn't mean that a society without them couldn't exist. Nobles play an important role in the feudal system, they ensure the protection and compliance of the peasantry, but that doesn't mean a society without nobility can't exist.

If the workers seize control of capital (ie the means of production) then they can manage the flow of capital themselves, or at least it can be managed by society as a whole.
