Initially the hammer and sickle was to symbolize unity between the urban proletariat (hammer) and farming peasantry (sickle), which made up a majority of russian society. Lenin and the Bols knew they needed the support of the farmers, as the urban proletariat was not developed enough in Russia at the time to be revolutionary, so they extended a hand to the farmers.

NEP-men weren't a great development but It kind of shows that war communism wasn't a permanent policy and Lenin really cared about the practical results of the workers' state rather than pure adventurism (see:Mao)

Lenin did not mean by state capitalism what people mean nowadays. He literally just meant capitalism with state intervention, as he did not believe Russia could achieve socialism without the help of other nations. He envisioned that Russia would remain in a capitalist condition for many decades, with its population organized into capitalist workers' cooperatives until help arrived in the form of future revolutionary development elsewhere. It's only Stalin who centralized the entire capitalist economy under the state and then declared that this was somehow socialism.
