Pretty much, but there's different tiers of success. Their expectations are usually on the highest tier. Breaking just even is the lowest. It's why Capcom's never happy with game sales.
You have to, however, take into account how much money goes into these. Budget, firstly, which is always overinflated, then take away Valve's/Sony's/MS's/Nintendo's cut from that. Add marketing, bought reviews, all that jazz and you see that the budget for these games is five times more than what it should have been.
I doubt Wolf II will actually break even, marketing considered.

As usual, you have the typical "We need to sell this many units to recover losses from production." but because of shitty game trends today, there's another element that goes onto that; "We need to cobble paid DLC on top." which is possibly factored in early on. This means to companies that their game is basically their own platform to which they can evaluate their potential income. If you plan for I don't know, 500,000 sales, you cannot plan for more DLC sales than 500,000.
Then you have NuWolf 2, which on PC at least has 20,000 sales if that. Consoles may be doing better or worse (banking on the latter but normalfags are retarded), This means that they'd be stuck developing and testing DLC and shit for all possible systems (making it more expensive to develop) while being hard capped at low numbers of sales.
I hope we get console sales too just to weigh how much this flopped.

IIRC DLC tends to sell abysmally bad, even for shit like Fallout. You also have to take into account the fact everything Arkane has made under Bethesda has been a flop, and I sincerely doubt TNO made all that much money. It likely covered the production costs and added a little on top. I have no idea how well Evil Within and the sequel are selling, but considering the fact they're horror games they can't have been all that profitable. Bethesda is doing a stellar job of mismanaging their publishing efforts.

Actually I work close to this branch so I can tell you that marketing budgets are 10 to 25% of production budgets. Licencing and hardware costs can be anywhere between 100k and 500k depending on how much you're upgrading. What can eat a significant portion of a budget is voiceovers, less so for the actors and more for leasing the recording studio although I imagine Bethesda has an inhouse one.

The rule of thumb for a budget-based reference is usually 200% for movies and 150% for games to break even.

Do these niggas ever read books? The closest thing to actual narrative "novelesque" story I've found in videogames was in Max Payne 1. That's a game in which 1. the game is good 2. the narrative actually exists because you can't go through a couple action scenes without a good dialogue, max's first person perspective commentary, comic book narratives in between levels, etc. etc. or maybe you could go with GTA games in terms of narrative(even though it's more ridiculous and juvenile you can't deny that there is a narrative in GTA games)
Games like FPS should never ever sell themselves on narrative alone it's just a recipe for disaster. Narrative driven games were all the rage during the early ps2 era…. It's like all of these faggots completely forgot(they never forgot because they were never there to begin with) that we actually used to have real narrative driven games. We had things like Way of the Samurai, Resident Evil(bad from a writing perspective but creative concepts and is narrative driven), and Silent hill, etc. etc. etc. etc.

I always hated the "cutscenes" in HL2, especially how they forced Alyx in the episodes. Even in my first playthrough I just wanted all these people to leave me the fuck alone so I could immerse myself into these dark unsettling ambient sounds and dirty textures of an semi-abandoned Eastern-European post-soviet city.
