Sega pulled some incredibly underhanded shit with this. They provided a free game as a bonus with pre-orders, and since it counted as the same purchase, when they revealed there was Denuvo most people couldn't refund it as they'd owned the bonus game for more than 2 weeks. If it wasn't for this pre-orders would have been refunded en-masse which would have hurt early sales. As it is they've shat on their first week sales as the game has been cracked and a fair number of people won't buy Denuvo games.

Pretty much every console during the 5th generation put 30fps or lower as the priority for 3D games. 2D games didn't suffer. 6th generation was a reversal back to 60fps standard, but Microsoft, Western developers in general targeted 30FPS primarily during that generation, especially the later years and well here we are. Hopefully next generation ryzen based consoles reverse that trend a little bit, but I think it's standardized at this point that high end exclusive games which put a strong emphasis on graphics will be running at 30FPS.

Things changed during the mid-late 90s, but then the dreamcast happened, then the PS2, GC, Xbox, and it wasn't until 2003/2004 when PC caught up and surpassed what was going on with consoles. Then the 7th gen happened and it repeated. Crysis disrupted things early but no one was getting 60fps in that until a few GPU generations later, and the 8th gen was the first time where the upgrade to a new hardware spec wasn't a jump over what PCs were doing.

i remember because i was always a console gamer until around the time of hl2 released on PC. i made a top end PC at that time and was able to play crysis… on high, not ultra. and not at full resolution… or a decent framerate. but when i stood still it looked fucking amazing.
keep in mind my video card alone was almost $600.
after crysis made me feel like i wasted my money entirely. for years it was really the only good looking game on PC. and even possibly to this date. i mean, what PC game actually looks as good as crysis maxed out? worst part was my setup was obsolete before something came out worth playing.

PC has finally caught up in this last gen, but has very few games to play. the vast majority of the worthwhile games on PC are emulated console games.
