The only way level scaling would be tolerable would be to have a cap. So Kalimdor/Eastern Kingdoms (except Cataclysm zones) scale 1-60.
Outland scales 58-70.
Northrend 68-80.
Cataclysm 80-85
Pandaria 85-90
Draenor 90-100
Legion as normal.

there are tons of bot among thoses number anyway.
