Unless they're selling user-made mods like Todd is doing, don't bet on it. The very fact that they're apparently putting it on Steam (but not Destiny 2) means that it's basically just a throw-away version to collect side-shekels from people who are just curious enough to try it out - but not likely to buy Destiny 2 or install BattleNet just for it. Willing to bet it'll be free - using it's reputation on consoles and low barrier to entry to get as many people to install it - so as to maximize micropayment potential.
They're not about to let end-users make and distribute their own shit that's better than the garbage they'll give out during events or hide behind a paywall.
Rockstar didn't give the slightest fuck about mods either until they felt it threatened their ability to "chop more wood".
That's goes back to March and is just a remnant of the fact that Destiny 1 and 2 might have been coming to Steam before the Blizzard Launcher.
