Not a fan myself, but I suspect tankies like him for getting shit done (crushing the nazis, seizing much of Eastern Europe in the name of communism, collectivizing agriculture, massive economic growth through industrialization, setting up space programs). The fact that the USSR did all these things under him gives many people the impression that Stalin was one of the greatest socialists, and that the immense human costs of his regime were necessary casualties. (Or that the victims deserved it / didn't exist).

He was the first significant leader of an actually existing communist society in history as Lenin didn't live that long. Even after he died his legacy defined the communist movement and determined the course of history as the split between revisionists and anti-revisionists occurred leading to the Sino-Soviet split and then the Soviet collapse. This makes him an interesting figure.
As the defining character in the history of communism, he is the prime target of attack by trotskyists, revisionists, fascists, liberals, and other anti-communists. Fascists, lamenting their defeat in the war deny their own atrocities well blaming Stalin for 'killing millions' which is rather hypocritical. Fascists and liberals alike try to attack Stalin to create their own narrative of the second world war.

Ok. But he never instituted worker owned means of production. The employer was replaced by the state official. The basic relationship between employer and employee still remained. How is that in any way communist?
