Your friend and you are wrong. It is actually spelled out in the Soul Reaver manual how vampires are made. Raziel even talks about it when you go to fight the first boss.
But as I pointed out here: There seem to be many different ways of making vampires. Some unkown method that the original vampire race (like Janos) created others (like Vorador). Some method that Mortanius used by placing the Heart of Darkness into Kain's corpse. The method Kain (and presumably every vampire after him) used which reanimated a corpse using a portion of the parent vampire's soul. Kain created the lieutenants and they in kind created their faction/guilds/whatever.
