It's likely Finnish. Their air force uses a swastika even today; long story short, the foreigner who trained their first squadron used it as a good luck symbol.

You might think this was a one-off, but benign swastikas were actually very common up till the mid-1930s. They were particularly popular with pilots in the Great War.
