Better question was, why was the GBA ports always the best port of any game in general. Also how does origin, and origin 2 compare?
The origin of the word "animation" is the latin word "anima" which means soul. 2016 is CGI and 1993 was drawn by an actual person, it has soul. This is the one thing that makes CGI by definition worse than drawn. Sure there's more to it, CGI is 300x better than hand drawn stick people. But good CGI cannot possibly be better than good hand-made (manipulated on a computer is okay too, but only manipulated). A similar thing happens on music and it's part of the reason why all current-day and electronic music is by definition shit.
The problem isn't CGI itself. The problem is CGI and other electronic tools make it easier for people without any talent to produce content rather than people having to put in time and effort.

It certainly lacks soul, but your hipstery definition fails to address why. In both examples the ability to make better art is amplified today, but the artists can't be assed to do better.
Some of these things I listed that came to mind have nothing to do with the tools or funding, but the skill of the artists involved.
