Given the time frame, Wikipedia suggests Showa Era (which was two eras after the Meiji). Granted, I haven't played the Raidou games yet, so I'm not sure how accurate they keep the setting.

Yes OP was a bit off because he failed to mention this is when the trend really started for DLC, but this was back when they were still referred to as 'expansion packs'. There wasn't the degree of nickel and diming shit that there is today, not by a long shot.
