It's not even interpolation, it's motion blur. For some reason the touhou fanmade video has elements like the cgi background in higher frame rate while keeping the drawn character cells frames consistent with the source with only slightly changed motion blur inbetweens. I question why they didn't add more frames since it looks like they literally traced things like the skirt swaying.
