There's a clear cut increase and draw distance between the two games, the only real difference you could try and push as a graphical downgrade is the fact that the grass is shorter, which isn't a downgrade since the effort to render a long blade of grass and a short blade of grass is the same, so it's clearly a stylistic choice. It even looks like there is more grass in the final version, but that's probably just the viewing angle.

The lighting in the chamber of ressurection appears to be more of an issue with the suns angle since you can see a small piece where it does shine in, no idea clearly not a purposeful downgrade.

The final version also has Ambient Occlussion something the E3 build did not have, personally I think it's a fucking waste since AO just eats your performance and really only helps accentuate depth within a scene.

The shadows in the E3 build tick across the world whereas the final build the shadows are completely fluid.

Clearly an upgrade between the two builds.

That is not a true statement. Larger billboard textures impact fill rate. Compare the performance between rendering a small quad on the screen, and a quad that extends beyond the edges of the screen. Render four small, transparent quads and then four large transparent quads that extend beyond the edge of the screen. Massive impact in performance. Breath of the Wild limits certain effects. For good reason, mobile GPUs have a limited fill rate. It is no surprise explosions cause slowdowns.

It's the lighting. It's always the lighting.
All the high poly models and high res textures don't count for anything if the scene isn't lit well. It's how you can tell something a professional made apart from something an amateur made. An amateur expects the engine to do all the work, but it doesn't. Lighting is a skill and an art that takes practice to do well.
If we look at the two examples, in the old one there's lots of good contrast between dark and light, and everything important such as the front of the tower and castle is well lit. In the modern version everything but the area immediately around each light is way too dark, except for the moat which doesn't have any lights around it but is still extremely well lit for some reason, almost like it's emitting light. God rays are overused and need to be toned way down. Also the sky light needs to be flipped 180 degrees and illuminate the front of the castle, not the back.

I do think they used the game engine to render that scene. It is more of a cutscene though. They extended the draw distance and then omitted anything that was not visible. There is likely no content in the dips of the hills for instance. It is possible they rendered each frame to a file and then put together a video. Doesn't matter how fast it runs in that case. There are gameplay videos from 2014. They are fairly basic, and look closer to the final product.

The issue with things like grass is that the grass behind it needs to be rendered too. There are operations that occur earlier in the rendering pipeline to omit geometry from even being considered. All the triangles that do not face your view are omitted for instance. Anything behind one of those hills will also be omitted. Even if it isn't, the pixels won't be drawn since there is something in front of it. With things like grass, all the pixels are considered or drawn. Larger grass just means the GPU has to consider or draw more pixels to the screen. With transparent geometry, it must also perform a blending operation. Stack transparent geometry on top of eachother and the blending occurs multiple times for each pixel on the screen. The simpler opengl rendering pipeline image shows the stages. Obviously, today there are more parts to it and much of it is programmable. One of the things often cut on consoles is draw distance for things like grass. Grass is more complicated today. They have geometry shaders that move the grass, and perhaps even have some physics tied to it too.
