That's probably exactly what they did. They hire one guy to make the initial models that will get people hooked and fund the game, then pay a shittier artist to do the rest of the game.

Warframe did something similar. The most memorable character designs came from a guy they commissioned at the very start, the ones that came after range from passable to downright terrible.

Honestly I've never had much hope for it. The first was so good and I doubt they can recapture what made it so good while also making things different. There's no doubt Nigoro is a talented studio going by LM-1 but still better to go in with low expectations and be surprised.

64, Sunshine, and Galaxy all had an overworld with different portals to different stages, and each stage had multiple stars in it you could get. They also all had at least some plot and progression in the form of unlocking new portals to levels.
