Because it was beneficial to both the USSR and the West to claim it was. That way, the USSR got to justify its existence and pacify its population by claiming that their failed repressive state was True Socialism™ whilst the Western states only needed to point to the crappy dictatorships and poverty to discredit the idea of ever getting rid of capitalism.

Even if your pet definition of socialism won't allow you to see the USSR as truly anticapitalist it's still irrelevant as the state still interfered with market forces, which leaves it open to the same kind of bourgeois criticism we all are. The USSR consistently opposed the hegemony of all big capitalist states, allocated all resources directly in it's economy without any capital circuit, educated tens of millions in Marxist theory, and left behind a legacy that is shattered, but remembered by communist organizations around the world. If you can't see the communist value in this then that's just because you don't want to.

How can state peacefully coexist with capitalist nations and not be state capitalism? How can you get resources?

State capitalism in a genuinely democratic state would in fact be socialism. Socialism=worker control of the means of production. If the government controls the means of production but the workers control the government then the workers control the means of production.

The worker wouldn't actually control the means of production in that case. It has to be directly socialist, direct collective ownership, not "oh, well, he owns it through the state". I understand what you are saying but it's not logical, you tankie.
