Considering their popularity and the amount of material available, they're a subgenre all on their own. It does seem to fall somewhat in between. I guess the first ones kind of set the precedent, and other creatures have followed in those footsteps.
There's plenty of overlap and exceptions to be made on both sides, but on the grander scale of things, it seems like Western tradition of this type of media is more about the content and sources, and the Eastern tradition about the character and aesthetics of the final product.

This makes sense when you consider the nature of YTP in general. It's an organically-grown big soupy mess of ideas, endlessly recycled and reiterated until something akin to a lore, an arsenal of set pieces, jokes, stories and references emerged. References to other people's subversions of other references and who knows what else. Just about every piece of content has added value because of this. You know the spaghetti, you know the authentic Italian noodles smothered in tomato paste, and you know any reference to pasta in YTP is just ripe to have those jokes inserted. Or have those easy jokes suspiciously left out. It doesn't really matter what you do with this treasure trove of culture, as it will still have the unmistakable taste of YTP, even if it's not following the established formats.
You don't see that much of a continuity in OtoMADs, and it's not as cohesive. The uniting commonality is the form factor more than anything else.
