Use very short videos (10-30 seconds at the most) for practice so you can see your results quicker. You want to be absolutely sure of what you're doing before you waste 30 minutes sitting on a long video to encode and then realize that you fucked something up and that half hour was wasted.
One good thing to do is to estimate your bitrate. We have a 12M limit here, so you can get your max kbps roughly with (12 * 1024 * 8) / (length of video in seconds). This is (12MB * 1024KB/MB * 8 bits per byte). With those boundaries in mind, you can use -t $seconds to only encode the first $seconds seconds of your video, as a test run, before pulling the trigger on the whole thing. Just make sure you have your sizes right, because if you go slightly too big, your effort will also have been wasted. Better to shoot for about 11M if you can spare it, just so you can go a little over without being fucked.

There's the rub. See, these days Nintendo has been releasing games that actually are the same game, but it detects your system's region to give you the right game. Notable examples are Kirby Planet Robobot, Hyrule Warriors, and the 3DS port of Yoshi's Wooly World. I suspect Nintendo will continue to do this with the Switch. However, there are two main ways around this. If the Switch has language options at start-up, set it to Japanese and will likely detect that, so you can play games from your region in Japanese. No, that's managed environments in general. C++ on .net provides this safety with neither GC nor bytecode. Neither GC nor bytecode eliminate memory leaks. You can use GC from C (Boehm GC is still in wide use), and bytecode is just a class of portable IR.
GC does help mitigate memory leaks, but it's not typically a security gain. Now, if you were talking about stack smashing or various other security vulnerabilities, you'd have a point, but those don't usually have much to do with GC, other than the memory living in the heap helping to mitigate it. That's still more about managed environments.
GC is primarily about freeing up the programmer from having to manage resources (the same thing that C++'s RAII does), not security. Bytecode is entirely for portability. Don't conflate a GC with a managed environment.
Either way, managed code is slow. GCs are slow, and very large bytecode programs have a slow startup if you want any appreciable performance (remember JVM before the JIT?)
Furthermore, GC is almost always very bad for video games. I can see that you're clearly somebody who has never had to deal with GC-induced stuttering. There are workarounds, but they are painful.

Most consoles don't use managed code. Memory leaks aren't typically a security issue, as in almost every case they simply will kill the program when it attempts to allocate, fails, and then segfaults attempting to operate on a null pointer. Or in C++ it throws an out of memory exception and usually kills the program. At worst it's a denial-of-service vulnerability.
There's a good reason most video games are written in C++ and not C# or Java. You want deterministic performance that is easy to reason about and easy to reproduce. You do not want the GC doing something to fuck everything up in one run but be absolutely unable to reproduce it for a bug because it only happened because of a specific memory condition.
I've spent the last two decades programming in a high-security professional environment, and the last decade of that also doing homebrew game development (on the NES, Game Boy, Game Boy Advance, Wii, and DS). Some issues with your command line:
-frame-parallel is deprecated and does nothing, at least in modern versions of ffmpeg.
You set -aq-mode to "disable" which will shit on your quality for no speed gains.
Don't encode vp9 with only one thread, the quality difference is negligible and the speed impact is huge. You'll get more quality and faster encoding if you use more cores and set -speed to a lower value or by using "-quality best", it'll also speed up decoding because it'll allow people to decode video with multiple cores which is normally not a problem but if some user is using a low end phone from 2010 they'll thank you.
By the looks of it you're encoding to h264 and made ffmpeg more verbose.

Okay first of all, the switch is running a Tegra X1 chip, which in itself is expensive. Just look at the Nvidia Jetson development board, it retails for $599. Yes Nintendo gets bulk discount but it's still going to be expensive.
Now add to that the screen, the rest of the components, the joycons, and the cradle, and that adds up very fast. Yes Nintendo is for sure taking markup to cover R&D and make profit, but it's not like they magically conjure up the console in China for $5. Hell no.

I kinda want one now. The snappiness of the OS UI in comparison to the 3DS and Wii U is reassuring. I was especially impressed when I saw how fast the Mii editor loaded. That would have been a 15~ second loading time on the Wii U.
I'm also happy that they bothered to include an RGB range setting. Wii U was ugly as fuck on cheap computer monitors that don't have their own range selection because TV RGB is 16-235 instead of 0-255 so everything looked washed out.

There's supposed to be some kind of web applet but no fully fledged browser. I can guarantee it's because of the browser being one of the main points of attack for piracy/homebrew on the 3DS and Wii U (I'll laugh if BotW ends up being the main entrypoint again, since on the 3DS it was Ocarina of Time that was one of the first big entrypoints and how I got to put CFW on mine).
