You need to press OK in the settings menu to actually change it, think of it as "apply".
F6 for FOV change.
To get chat go to the redist folder and install msxml.

Also you have a almost 1:1 copy of my map folder if you downloaded the 4 gig file. pick a map or look on hce.halomaps.org and find one that looks interesting
