Anarchists would tell you that the word doesn't mean "no government," only "no leaders." People who describe themselves as anarchists (unless they're just edgy teenagers) usually describe it as a system of confederal, directly democratic municipal governments, which elect wider governments at regional, national, and world levels.
So yeah, you still have a government, and you still have laws; the difference is that it's directly democratic and that any lower government (and individual, I think) can choose to secede.
Also, robbing people isn't really part of the deal.

All those together are anarchism. The point of it is "voluntary government" or "self-government." Even a directly democratic society wouldn't be voluntary if secession were illegal.
