Train Simulator is made for model train fans that don't have the room for physical model trains. They have to compete for the rights for model train companies for the licenses to recreate the trains like how racing games have to obtain the licensing rights for using real cars in games. Licensing to get the rights to replicated railways are even worse and harder to get.
It's less about them jewing autists and more about thing recouping from getting jew'd by model companies and licensing holders that know they got them by the balls. But it's no excuse for them not adding full modding support yet.

TS 20xx is also just an engine update, the dlcs are cumulative and made for the type of autist that buys 10000 chinese taipei porcelain figurines but only of whatever character.

Bioshock's Was it 1 or 2 that did it? DRM kind of did that. It counted any change you made to your computer as another license towards your 5 license count.
