They sort of embodied Tolkien's childhood memories of his hometown (which industrialized while he was growing up). While industrialization no doubt made a lot of things worse for his town, Tolkien's very idyllic "merry old England" concept of pre-industrial England was undoubtedly due to the fact that he was a child.

J.R Tolkien has said repeatedly that his works are escapists fan fiction and don't have any deep politicial commentary or message. If there's something about world war 2 or religion it wasn't intentional. Stop trying to relate every piece of media to ideologies.
