In iterations of this character where he’s able to shape shift into alien animals, why doesn’t he ever shapeshift into a kyrptonian, or Martian, or tamaranian, or Atlantian to gain their powers? And wouldn’t having the ability to completely restructure the cells and DNA in his body too look something else also imply that he should have plastic man powers? Explain please.

he only changes shape. so he can use the abilities of animals because his muscle and bone structure is changed to something evolved for tha specific task, but he can't gain magic powers.
