Ah, it's not about the "force" so much as it is the extortion.
If a man points a gun to your head and tells you to work for him for an hour or he'll shoot you, that's clearly extortion.
If a man points a gun to your head and tells you to give him 50 dollars by the end of the day or he'll shoot you, and another man sees this and goes "gee i'll give you 50 dollars for a 100 dollars of work… really want to take you're chances you'll find another quick source of 50 dollars today?" that is also clearly extortion.
The boss might not know YOU SPECIFICALLY face starvation if you don't accept whatever wage he'll give you, but he knows ENOUGH people will that he can extort them all freely, and even though he personally isn't threatening to kill them it's very much still extortion.
