Have you seen the recent big budget anime flicks & OVAs that have come out? a lot of them are starting to go into the level of detail as BD anime releases and some are even incorporating CG (albeit that gantz movie looks like it's going to be pretty good for a CG movie).
Hand painted cells took longer and were harder to make but at least you can see the effort. I dislike sounding like a faggot but a lot (not all) of recent anime is also just made in the same way especially the shading, or lack thereof which I heavily dislike. Also dislike how there's so many new anime that come out for 1 season just to boost sales of the manga/LN it was made of and to sell merch. Guess it's just my shit taste or something.

Almost everything is hand-drawn before it is digitized, which is why it is so expensive to produce and why in a lot of anime scenes, only mouths move. Pokemon has started to use animation programs that allow them to create animated scenes fully and partially on computers, whatever they feel they need for a scene, instead of needing an artist to draw them. This is why if you take a still from the anime, it looks retarded.
