Klaipeda and Orsha's server are located in NA and are BR free.
As for the summon class I would suggest you to look up Sorcerer. Basically summon bosses, a cat that buffs people, bats and weaker but still solid non-boss mob. You can even ride the boss at C2 and use its skills. The class atm is a bit underwhelming damage wise at Circle2 and Circle3 but they just patched in a buff in the Korean version and will likely be shipped into ours (((soon))).

Cards are equippable now for stats. E.g. Dullahan card gives you a chance to resurrect when you die.
Yes, they now target your target Depends. Buffs stay strong, attack skills don't. They're balancing things extremely slowly and poorly by adding some attack multipliers to skills.
Just wait until they have 500k hp with 1k defense.
