I like Israel's system where depends on who they kill. If they killed our enemies, they would get recognition. If they killed allies, then eye for an eye is the proper way.

Outside of active revolution my policy on the death penalty is always "if they later turn out to be innocent it's easier to let them out of a cell than a casket."
You might say "well what about slam dunks" but in a frenzy people love to pass all sorts of things off as slam dunks. Breivik is the slammiest dunk of all, but I'd rather let him just to lock out the option. Besides, it feels almost suitable that instead of getting to be a martyr he spends the rest of his days in solitary confinement whining about how he only gets to play PS1 games.

Well it's related in that it's part of "Gun Badness." If people have guns they will use them to commit suicides that they wouldn't if they didn't have guns, because it turns out most suicides are a temporary bad mood and even five minutes to set up your suicide can dissuade you.

I really don't care that he lives like that. I don't believe government should enact sentences as a form of retribution. In my Ideal world the causes would be identified ssri's and the glorification of mass murderers and removed. It is a much better approach to treat the cause rather than the symptom. Obviously these people need to be removed from society and while I would like to think people can be reformed, I also think risk assessment is important and mass murderers are too high risk to ever let out. He would of course be put to work. While I'm against prison labor for profit, there is no reason not to have them earn their stay.

Serial killers usually are suffering from severe mental illness, or are just born with some sort of mental defect, incurable with current medicine. See Jeffrey Dahmer for example. These individuals would be involuntarily committed to mental institutions, and treated/studied.
People who kill a large number of people in an act against the state for some revolutionary/political motive like Anders, would just be euthanized without trial.

I think a community police department - elected when practical, but always responsible to the people - would be best to deal with them in a communist society. They shoot, they get shot, no problem. They shoot, they fuck up somehow, they get caught, then the laws of the community decide what to do with them. Probably rehabilitative confinement and therapy, although I don't know enough psychology to say.
Now, for a /socialist/ society, the process would be more interesting. The idea of the transitional socialist state, for me, is twofold: first economic, to ensure equitable and non-competitive transactions between cooperatives and communities, and second social, to preserve the good aspects of bourgeois morality (racial and gender equality, rehabilitation rather than retribution, due process rather than honour killings, etc etc) in the process of direct-democratization. So, at the earliest stages of socialism, there would be a constitutional process for apprehending and resocializing individuals who represent a direct danger to the community, but gradually we move toward the kind of direct democracy of a communist system I described above.
Again, I'm not a psychologist so I can't comment on whether certain people are rehabilitable at all or not. My sentimentality as a leftist lead me to suggest they are, but we saw how well that worked with serial killers in the USSR. That record shows it's too easy to claim that society's reached a point of complete socialization far too early as a propaganda stunt, and thereby actually cause more problems for communities than we solve. A constitutional system seems best, with legal power devolving in other fields until we can be sure that the problem isn't likely to return.

Varies greatly depending on how deep you are in debt, usually more debt = nicer home. The housing market is completely controlled by banks and contractors working to keep people desperate. It is literally impossible for a working class family to acquire a home on their pay alone unless they rent, which is money almost straight out the window. However, I think the sense of social security makes people more relaxed about taking huge loans and acquiring a home they find acceptable.
The Tories found a brilliant way to lower costs in prison - pay off all the experienced guards and get people in on as low a wage as possible and try your best to skimp out on in work benefits by giving them enough hours to avoid them, bonus points if your mates outsourcing firm can do all this. To save even more money, close some of the prisons and use the money you save to build a megaprison - slight problem being that the megaprison is currently nonexistent, and the prisoners are very much existent.
Unfortunately this has also had the unforeseen effect of making all the prison guards quite poor, which also gives them a ridiculous turnover and keeps them in a constant state of poor training, as well as drawing in the sorts who would smuggle contraband into prison and don't really give a shit what happens as they can leave at any time for another shit job. This has also pissed off the prisoners quite a bit who are now regularly rioting, fighting and killing themselves. This is even despite prison boards taking the unprecedented step of writing directly to the minister in charge of all this, who assured them it was fine before a wing was taken over by prisoners a week later.
