it's from the dude who made Ghost in the Shell The actual creator who made the manga. He draws a LOT of porn. Go on sankaku to see some, but be warned I think he's a footfag but it's not too prevalent.

Masamune, Shirow is his pen name. The guy who made the Gits movies tries to disassociate the Gits franchise from the guy due to the sheer amount of porn he draws. I think the director now owns the IP, but that doesn't stop the creator from drawing more porn. As a fun sidenote, he also created Appleseed. Funny they come from the same guy.

FMVs were more expensive then just making an ingame cutscene. Shame too because they had great cheesy acting.
The Command & Conquer was known for it's fantastic FMVs, as well as the Tex Murphy series. Wing Commander also had some good ones too.
