As for buying skin you want outright - it's manifestation of natural human desire to differentiate oneself from the crowd as well as to customize a character that is your direct representation in the game's world.
I dunno how it works with TF2, because neither I ever played it nor I understand how different hats make distinctly designed characters actually different, but in games with more in-depth visual customization, that's the best way to monetize a free to play game.

Then there are games like asian mmos, where for real money you still essentially gamble, but can't cash-in digital items in actual money while being able to sell them for in-game money and then buy something you want with said in-game money.
That's really fucking shady system but on the flip side you can get cosmetics you want if you just grind in-game money without spending real ones, so I usually give it a pass.
