I wouldn't go that far considering Pol Pot was strongly (and ironically) from the anti-revisionist camp. Purges were necessary to keep the Khmer Rouge independant and out of Soviet Social-Imperialist hands. The Khmer Rouge openly advocated Communism and collectivism of industry and agriculture.
First I've heard about the killing of the Chinese. Considering the PRC openly supported the Khmer Rouge until they were toppled by the Vietnamese. The Chinese responded to this by launching an incursion into Vietnam. As for the the Vietnamese, there were already age old ethnic tensions being driver by Soviet and U.S interests.
This only occured at the end of the Vietnam War as a ploy to create tensions between the Vietnamese and the Kampucheans. The Soviets also fostered Vietnamese aggression.

The Khmer Rouge never achieved a funtual goverment. Even after they took power, the movement just controlled areas through a secret guerilla network which answered to the Central Party. It would be dishonest to compare it to any functual state.
