Because GTA is insanely popular and it was the first time normalfags and casuals were exposed to sex in vidya including parents of kids who were playing it.

I want to say it's given a pass in South Park because of how crudely drawn and shitty it looks. My best answer is the laxing of standards due to games becoming more mainstream for people outside of the stereotype, plus the industry gaining more wealth and influence. It also has to do with case-by-case incidents.

Hot Coffee was locked content left in the game that wasn't rated by the ESRB, which got Rockstar into a shitload of trouble. Someone definitely got their head chopped off over that in the company. The popularity of the game also had them in the crosshairs of many people, while God of War was a new IP without the notoriety. Look at the coal raking Mass Effect got on Fox News for the TINY amount of lewd it had in it. Even those pandering fucks didn't dare to show nudity for another six years, and even that was desperation due to burning all their goodwill.

Graphics are another factor. It's hard for animators to sculp polygons into a decent bust with the limitations of older tech. Some exceptions, but the door didn't really open until 7th gen rolled out.

As you mentioned with SFV, games still get picked on, either for [CURRENT YEAR] moral crusader reasons, or for ESPN being massive Disney-owned, "family friendly" cocksuckers. The only explanation I have is that it's probably always going to be seen as a majority kids industry. The nice thing about digital on PC is that you have a viable way to sell these games without getting fucked.

1: the content was claimed by the developer to have been created entirely by fans
2: it was proven that it was in the game the whole time when someone unlocked it in the PS2 version
3: (this is kind of the important one) the ESRB was not privy to its existence

with the relatively realistic graphics and depth of the content, it can be considered that the game would have probably received an A rating had the content been known

Stick of Truth on the other hand has distinctly cartoony characters and the sexual content is entirely one-off gags

God of War got away with shit because the developers were completely without fucks to give. The early games' sex scenes were off camera and the cyclops's penis was cut (perhaps literally) in GoW1 (he got it back in 2), leaving only breasts as onscreen sexual content

I don't even think it's so much "violence or sex" that most people object to… it's the display of raw carnality and passions. Television and movie violence, despite being fairly brutal, is still sterilized and pre-produced in a canned way that makes it clear that it's just fictional violence - played up for shock and entertainment. Sex, on the other hand, gets similarly over-produced, but downplayed into a kind of mechanical, scripted, and soul-less choreography. Neither is truly believable, so there is nothing there to really shock the sensibilities aside from objecting to the display on principal.

Even footage of actual events happening in the real world tend to be "edited for television".

It's ok to see someone fall off of a 50 story building and splatter on the pavement in a movie, but the moment you try to show actual footage of someone jumping out of the window of a burning building and splattering on the sidewalk - then people start to lose their nerve for it. You can show the victim jumping, but not the landing (unless there's a crowd or vehicle or something obstructing the actual impact).

That's part of why so many people turn to the internet, where there aren't nearly as many censorship filters, to see this kind of stuff.
