Why would you want to incentivise civilian produced energy?

Large scale energy production will always be more efficient than civilian production and thereby cheaper for two reasons, economies of scale and barriers to entry for specific methods of production for everyday civvies.

The problem with the energy market is that it's uncompetitive due to infrastructure, and inefficient and expensive types of production are promoted through regulation and subsidies. A competitive, nuclear energy market is the ideal model for the future.

To win votes, duh.

However I hope that this guy if he is for real will only forgive loans given to useful students who majored in useful fields.

Any vector of possible corruption must be removed.
Once the kilkes have been removed from the system the forgiveness may become unnecessary and should be removed if so.

The whole point of getting civilian produced energy is to encourage self-sufficiency while also decentralizing the grid. Thereby making it inherently more difficult for oppressive regimes to take control over the people. Whether that oppressive regime is from an enemy Nation or from within the government.
