The vast majority of them either already fall under, or are eligible for, several programs such as income based payment. For the income based payment a $45,000 a year salary doesn't even meet the threshold for them to tell you you need to start paying. It is determined by an formula which factors in your income AND cost of living. So the cost of your house and car payments offset your loan obligated minimum payment. On top of that many of these loans which qualify for, or are already under, these programs have a 'lifespan clause' I forget what it is actually called for the loan. Its usually something like 20 years. What ever balance remains on the loan after that time expires is forgiven. Meaning, coupled with income based payments not requiring payment unless you are doing pretty well for yourself.. means that most people wont ever have to pay a dime of their loans as is.

The only 'penalty' they will get is when the loan expires and it is paid off it counts as income. Therefore in 20 years when its expired you might have to pay a bit extra on taxes. If you cant plan ahead for that you don't deserve the air you breath, just like you didn't deserve that college degree.

You're going to have to play the game to a certain extent. You'll need to get signatures I believe to be recognized as a candidate and get on the ballot. Make sure your residency matches up with your district. You need to go set up a bank account for the funds and only the funds donated to you. Make a list of close friends and family members willing to donate money to you. I know it's pitiful asking for money, but it is a necessary evil for public service. As for general campaign tips, unless you're running independent there will be a primary and a general election. So you need to size up the competition in the primary and then should you win that you need to focus your efforts on raising money and keeping yourself in the public eye in a positive manner until about a month and half or two months prior to the election in which you basically need to deplete all the funds you have.
If you're involved in a religious community reach out to them and see if there are other churches that wouldn't mind hosting you for a Q&A or some sort of speech. If people make the effort to go to church and be involved in the community at that level they also are more likely to vote. Conversely you'll have to waste some time trying to attract people that generally don't vote if such demographics live in your area.
You need a consistent and clear message for the mouth breathers, you need to show that you're flexible and not insane to the people who are intelligent and you need to keep yourself and your people in line as much as possible so people don't think you're some nut.

A lot has changed with Trump but you're not Trump and a congressional run is a local election for a federal position so you need to make it look like you're active in the community. Should some dirt on you come up like say, the opposition buys some records from your ISP, or a criminal record you'll have to make the call to be honest about certain things like looking up porn, being a Holla Forums memester etc or giving em up some kind of bologna. Why would you want to incentivise civilian produced energy?

Large scale energy production will always be more efficient than civilian production and thereby cheaper for two reasons, economies of scale and barriers to entry for specific methods of production for everyday civvies.

The problem with the energy market is that it's uncompetitive due to infrastructure, and inefficient and expensive types of production are promoted through regulation and subsidies. A competitive, nuclear energy market is the ideal model for the future.
