Why the fuck would anybody do this? If you want "harsh limitations", get a Gameboy Color and a flash cart, and program your games for that.
Everybody keeps juming for shit like this and the arudinoboy or whatever the fuck it is, and nobody seems to notice that you can still just make your own Gameboy, Gameboy Color, and Gameboy Advance games. Why use a well-known and well-documented system that you can still program for when hipsters have made something intentionally restricted that costs more?

None, just follow the tutorials, it should be as easy as installing any OS
The main feature from lakka is that it auto detects any kind of controller, even pirated ones. It's literally plug and play, but don’t trust me, search it yourself.
How much do those odroids store for memory to hold games? PS1 games can be GB's in size.

I'd say the ODROID-C2 just on the performance/price ratio. But if you want to hook it up to a CRT, The only thing I can remember with A/V connectors was the old Rpi model B+, and that's underpowered as fuck
If you want to emulate on the cheap on a CRT, I'd suggest you get a Wii instead. It has very good emulators for everything up to SNES/Genesis/NeoGeo/CPS1&2. PS1 Emulation is actually decent for some games (I've played Mortal Kombat Triogy and Megaman 8 Just fine) and you actually get some N64 games, plus all of the Wii/Gamecube catalogue.
It should cost about 30 dollars, even less if you buy one with a defective optical drive.

So what's the best single board computer worth getting that's already portable?
I considered the Pi mainly to put it in a Gameboy case. Any other suggestions are welcome especially if I can buy shit already done. I'm a lazy fuck.

It runs a Linux Debian variant, so emulation isn't a problem. It's a bit bulky and not as powerful as the more popular SBC, but it's portable out of the box.
