How do we fix Japanese game development?
I don't know, I don't think I could ever imagine anyone being able leave their jobs to make some games for fun. Time wasted is money lost, which can be a massive assfuck in the current economic climate, and don't get me started and getting a job again once you're done making the game. Most industries are gonna be replaced by robots and shit, so unless you're some sort of engineer or you're in IT then you're gonna be fucked years down the road. But that's a different conversation entirely.
Another fun fact: did you know that AAA/AA Japanese games on average have larger budgets than Japanese movies?

personally i think some of the top japanese publishers are pushing devs to make bad games because they want to appease some of the demands of the yakuza gangs theyre sharing beds with. not saying the yakuza is telling square how to make a final fantasy, but it's shit on a smaller scale, like "invest in pachinko" or some shit.
i think publishers are being pushed to put money into certain projects or into the manipulation of projects, which gives the result of priorities all over the place, or in the wrong places. it damages the workflow of certain teams responsible for what ends up being the shittier aspects of some games.
normally i'd just say "nah old japanese business men just dont know how to make money with good games" but clearly someone is making a lot of money somewhere and the yakuza notoriously have their hands in the pockets of japanese video game companies.

Inafune aside, I think he's referring to how Japanese work culture focuses too much on seniority and bureaucracy. All the devs with true skill and talent get ignored out because they're young or much lower on the corporate ladder.
